Registers a new Notification

Parameters

notificationName	name of the notification (e.g. Arp.System.Nm.SomethingInterestingHappened)
senderName	name of the sender of the notification
severity	severity of the notification
payloadTypeId	id of the payload type

Returns

NotificationNameId, necessary for sending and unregistering
